In other words, the Giants came in way over the top and the Rams simply couldn't match the offer.....they chose to tag Tru over JJ and ended up losing Jenkins...that's all on Fisher.

You keep misreading.
NO ONE SAID THEY HAD MORE AUTHORITY. By trying to argue against that imagined claim, you're missing what I AM saying.
Yes Fisher blamed Snead, because he felt that the offer Snead/Demoff made lowballed JJ and he just got fed up and walked.
Fisher was not around when that happened and in his absence he had relegated overseeing signings to Snead. (Which is not the same as writing contracts...that was Demoff and then later Demoff's assistant, I forget his name).
Now to be perfectly clear so we don't misunderstand each other yet again.Fisher did not negotiate the contracts AND he was absent when Jenkins walked. He did have final say and that included the power to say we want Jenkins, sign him.
THAT DOES NOT INCLUDE THE POWER TO MAKE JENKINS SIGN. Jenkins didn't sign. So because he relegated that one, he blamed Snead for it.
As for your quotation, that's not the first time we first get a sugar coated story from the Rams and later it turned out that it was not so sugary.
Gonzalez reported later that yes Fisher in his absence relegated the Jenkins discussions to Snead, who in JF's view, blew it.
And as it stands neither Fisher nor Snead draw up the actual contracts, but Demoff on that only does what he is told to do by the coach.
The problem in this case is that the coach in his absence had relegated the process of overseeing it all to Snead.
