But in that roughness you can see if this or that guy has "it," despite the obstacles..
To be honest with you I DO see that in Goff.
And that's in spite of having about the worst circumstances for a rookie starter I can think of.
How many rookie qbs have had these circumstances and played consistently well?

It would have been helpful if you had quoted the entire paragraph, and then respond.
As in,

"As for rookies. Of course, it's going to be rough for them. But in that roughness you can see if this or that guy has "it," despite the obstacles. And what I'm saying is that I see "it" from Goff and then I see "it" completely disappear. And that's often regardless of his time in the pocket, or the lack thereof."
It's like if someone responded to
just this half of a statement, "I hate peanut butter with a passion," ignoring the rest of it which says, "if it includes sugar and corn starch and all kinds of other non-peanut stuff."
And the next paragraph already deals with "consistency."

"The "it" thing should carry through more than it has for Goff, even as a rookie. And, again, I in no way expect it to happen even "often" in his first year -- especially given his team -- much less all the time. I'm saying that I see too little of it, for the first player chosen, regardless of his context. "
And I have the exact same response.
I see "it" in Goff. Period.
No qualifications, no taking it back, no hedges.
When a young rookie qb is inconsistent but has "it" the "it" will always show up sporadically. It doesn't go away, it's still there, it's still "it," but it is mixed in with other things. It's a diamond in rookie mud.
Even in the SF game, with all it's problems, Goff made some throws that no other Rams qb we can think of have ever made.
EDIT: I had the wrong play. I mean the 1st down to Austin on 3rd and 11 at LA 47 at 7:33. It;s on this vid at the 16:10 mark --
On that play he has a combination of movement and quick release that qualifies for me as "got it or you don't" talent.
The thing about "it" and inconsistency is this.
YOu see "it"---that's innate, have it or you don't talent.
Inconsistency---partly experience (rookie), partly circumstances. As the guy cleans up his act, you heighten the "it" so you see more of it, and less inconsistency.
I just don't see it the way you do.
