Given the context he is in, he's being inconsistent.
You described EXACTLY the pattern one would expected from a talented rookie in an offense that cannot run the ball and therefore puts a lot on him.
He will come through sometimes, sometimes he won't.
It's simple. A talented rookie qb in tough conditions is inconsistent.
