This one is simple.
First, Fisher did not invent the role of the "passing game coordinator." Passing game coordinators and running game coordinators exist throughout the league and in fact, Martz tended to use Hanifan to contribute to the running game--he was a running game coordinator without the title.
Second, Fisher wanted to add elements of the Gase offense. He tried to hire Gase himself, and he expressed admiration for that offense after playing Chicago last year. He could not possibly hire Gase, though, so he hired a Gase position coach from Chicago (Groh, of course) and counted on him to bring that stuff with him.
Apparently he did bring it with him btw. Gruden and Faulk, in the Dallas broadcast, were pointing out some things the Rams were doing on offense that as it happens come from Gase.
In a way that's the same as saying he wanted to improve it, but of course last year the reason it was SO bad was not simply schematic. It was personnel and execution (melted down qb, inexperienced then injured OL, regressed receivers [all of whom played better before]). It would not be hard to improve that. I get the impression that Fisher's said to himself as long as we're going to address the offense let me add some things I want to have...which as I said led them to hiring Groh.
BTW I have to agree with you...Martz was not a big name before 99. Not like Gase was last year or like he himself was as a result of 99. Until the Rams started playing, for example, no one had any idea how aggressive Martz was.
