It is quite possible that there's a QB at the top of the Rams' board when they are on the clock when the19th pick comes up. But that doesn't mean the Rams will pick him - even if he is head and shoulders above the next guy on the list. Rather, I expect that the Rams would trade the pick to a team that actually wants a quarterback, and then pick someone who has value for the draft slot they are now in.
