It's entirely possible that Evans has demonstrated over thousands of opportunities in training camp & controlled scrimmages in addition to 23 carries in preseason that he's not ready for prime time. Not that you or I have seen it, but his performance has been scrutinized in great detail out of our purview. But somehow they need 5 or 6 more carries to see what he can do? I don't buy that for a second, although those carries might let you and me get up to speed.
And isn't it likely that Tutu is a better WR this year than he was last year? You don't even have to take my word for it - this from Stafford's presser, posted by Ramsdude elsewhere on this board:
