Perhaps the reason that did not tag Sammy is the same reason that they did not tag Jenkins. Perhaps, they felt that Watkins did not want to be here. If you listen to what he said since signing with KC that is a real possibility. He said he didn't like the city of LA and that he wanted to go to a place where is was number 1 in targets. The second part of that is interesting since last year Sammy was saying he was fine with lack of targets as long as the team was winning. That was never the case when he was in Buffalo and apparently is again not the case.
