The problem is money. Unless you have a much, much, much larger tax base dedicated to public schools you can forget about numerous small schools in one school district. As population grows the small schools are incorporated into much larger schools-its simply less money to do it that way. And it will continue until people realize that education-including athletics-is a wise investment for their tax dollars.
