From that link: Rodgers restructured his contract in 2021 converting $14.46 million of his salary into a signing bonus. In addition the Packers voided the 2023 year of the contract. The move creates about $10 million in 2021 cap space. Rodgers contract will now void seven days prior to the start of the 2023 league year.

My understanding - and I could be wrong - is that the Packers agreed to move Rodgers next year in exchange for voiding the 2023 year and then moving him net season. But I always though 'moving him' meant trading him, not releasing him. Maybe i got that all wrong, though ...
You're right, he isn't a FA. I thought that he had restructured his deal to make it up to him whether or not he could leave after this year. Technically, that's after next year but realistically, the Packers look they are going to be forced to do something sooner. Their cap situation is maxed out, Love's rookie deal is going to start looming more and Rodgers doesn't want to stay apparently.

In any case, the Rams have shown that spending or forfeiting draft capitol isn't the end of the world so I don't think that that would prevent the 49ers from pursuing Rodgers.
