You're right, he isn't a FA. I thought that he had restructured his deal to make it up to him whether or not he could leave after this year. Technically, that's after next year but realistically, the Packers look they are going to be forced to do something sooner. Their cap situation is maxed out, Love's rookie deal is going to start looming more and Rodgers doesn't want to stay apparently.
In any case, the Rams have shown that spending or forfeiting draft capitol isn't the end of the world so I don't think that that would prevent the 49ers from pursuing Rodgers.
