That isn't it at all. The NFLPA and the owners negotiated an agreement where the owners get 52% of league revenues and the players get 48%. If the NFLPA wanted 60 or 70 or 80 payers on the roster they could get that in a heartbeat and it wouldn't matter to those billionaire owners one bit.
