Not sure Lynn is in a good place to be giving his opinion on QB's. When you actively try and keep Justin Herbert on the bench in favor of Tyrod Taylor, I don't know that too many will hold your opinion in high regard.
I don't believe that Lynn's handling of Herbert was out of order or anything different than what a lot of HC's would do with rookie 1st/2nd QB's (i.e. keep them on the bench as long as possible until such time they demonstrate the same type of proficiency as the vet Q

Regardless, I think that there's still a problem with his analysis of Goff...
IMO, veteran QB's who take what the defense gives them and can "make all the throws," shouldn't turn the ball over very much. But Jared Goff has been a downright turnover machine despite the dinking and dunking. How does this happen?
True enough when considering who should be the starter. Going with the vet over the rookie is common but even at the time, much less in retrospect, there seemed to be plenty of evidence that Herbert was clearly the better option.
OK...we have two different memories of what occurred. My memory is that Taylor won the starting job in training camp; started Week 1 and played decently getting the Chargers off to a 1 - 0 start. Prior to the Week 2 game (where he, again, was the starter), a Charger physician mistakenly punctured Taylor's lung while trying to numb a rib injury sustained in Week 1. Herbert got the start in place of him.
In the immediate aftermath of the Week 2 loss (where Herbert played well), Lynn announced that Taylor would resume the starter's role when deemed healthy. I'm not sure what NFL HC would say/do anything different considering the circumstances. Would all/most of them have the same "bind spot or bias or something going on?"
Regardless, the medical issue forced Taylor to miss the next two games where, although the Chargers lost both, Herbert continued to play well. What did Lynn do? IMO, he did what all/most NFL HC's would do under the same circumstances - he rode the hot hand and named Herbert the starter for the rest of the way (even if Taylor became healthy enough to play).
