Just because they have the ability to play both doesn't mean they are equally as good at both.
Woods is the superior X and Kupp the superior Slot.
I don't know what Jefferson is. But I think he's an X.
Rams are too good right now to go fooling around with their WR corp other than for a deep threat and at the bottom of the depth chart.
Hard to imagine they don't see it the same way. They aren't going to go crazy trying to come up with cap dollars to trade either away a strength in order to shore up what some see as a weakness. Instead you focus on a way to keep the strength and shore up the weakness.
My guess is that they go after a Center like Mack who may want to close out a good career on team with a real chance to go all the way, and come in for a cap friendly deal.
The Rams usually go for skill players with their highest pick and I suspect they'll go secondary if someone is there that they like. Even with a 1st round tender on Williams I think they could lose him especially on a team that drafts from about 20 on down.
But, what they can do in FA will determine a lot what they do in the draft. Despite some fans always thinking the opposite, teams go into the draft trying to fill holes that are present or perhaps a year out.
