Every team wants the best combination of run blocking and pass blocking. But I think McVay probably leans towards the better pass blockers, all things being equal. So it's no surprise that on the left side we see a former (and probably future) OT working there. They want to get Goff's blind side taken care of.
To me, the run blocking part is mostly will and some technique, assuming the player has the size and strength. Maybe this year Noteboom is showing that will to stay with his blocks and get some grunt on the run plays.
How precisely true is that if the Rams run game is still predominantly outside zone?
I think that usually, when we fans describe blocking skills, we lean towards describing run blocking in terms that are more suited for the power run game. It just could be that NB suits a zone run scheme just fine.
On top of that, Noteboom at LOG makes sense if you want your future LOT to just gain experience.
In fact Whitworth played guard for the Bengals his first 3 seasons.
In terms of run v. pass being the basis of OL decisions, I think that 2017 and 2018 show that the Rams offense strives for run/pass balance. In 2017 they ranked 10th highest in rushing play percentage; in 2018, they ranked 9th. 2019 was the anomaly--they ranked 25th. I suspect they want to be top 10 again.
