Personally I see the data correlate to a combination of starting-caliber and 2nd contracts.
Rookie contracts are for 4 or 5 years (depending on the 5th year option) so by default all QBs who are up for their 2nd contract will be in the age group you noted. But not all of them get 15% of the cap. Only the starting-caliber QBs do.
