Well okay you would do it differently then. Meaning, differently from the way the league does it. Because when I say that starting qbs up for 2nd contracts get the going rate, I am not advocating anything, I am describing something. (Though there is some small variation if 2-3 guys are up at the same time but--there is wiggle room but not much). So yeah I am just describing what the league does.
Even if what you wanted to happen though did happen, remember he signed after the 2018 season. In that season he had 32 TDs to 12 Ints and was top 10 in qb rating. So your formula probably would have paid him the same anyway.
In terms of how you would rank him, again remember I don't think we saw GOFF in 2019, I think we saw a talented qb behind a struggling OL. So I put his ceiling higher than you do. And I have had this debate for years, starting in 2007 when the Rams OL had the worst streak of injuries we have ever seen them go through yet some people put all of what happened on the qb as if the OL collapse were a completely invisible issue. I've been through and through this lots of times so I know I ain't going to budge much at this point--a good qb behind a collapsed OL cannot perform up to par. I factor that in. From my perspective, I don't think you do factor that in.
