You mean "an elite qb" not a franchise qb.
And in the contract world there is absolutely no difference between a starting qb you want to keep and a franchise qb when it comes to 2nd contracts. They're the same thing.
A starting qb, ie. a franchise qb, who gets a 2nd contract? It's the same money no matter what you call him.
And of course there are only 20 in the league. That's why no team is going to be in a hurry to move on from one. They're aren't enough of them.
Either way to me you underestimate Goff and don't see his strengths, and I think anyone who misjudges Goff based on 2019 is making the mistake of not factoring in what a subpar and/or injured up OL does to qb play.
There;s this myth out there that the qb should just step up under those conditions but when I ask for examples I never get any. There are exceptions---I would say Wilson and Brady in his prime--but they're rare. The normal thing is, if the OL goes down the qb can't play as effectively. Over and over, I see people mistake that situation for the qb being subpar.
