Well in theory, no, you don't keep a young qb if you think it is actually and immediately possible to replace him.
But the problem is, the odds of that happening are so unlikely. Lots of different stars would have to line up.
The grass is greener problem is huge here. Can you imagine the eternal reputation of a team that dumps a young starter for a new one--and it doesn't work?
Plus to even ask the question, it seems to me, gets into the "qb contracts are so big" issue. But see I don't agree with that concern. I think teams can, and do, carry a big qb contract and win. In fact they do it all the time.

Media people and most fans believe the draft is a panacea. Every first round pick is viewed as a solution to a problem. All we hear when a guy is picked especially in the top 10 is “team x finally got their big hole fixed at position y”. So it’s understandable though erroneous to see how guys like Florio, Barnwell, et al, think it’s a good idea to move on from a QB about to get his big 2nd contract if he hasn’t looked like Mahomes or Luck. Only the Rams have to deal with the risk of the top 10 QB not being good and watching Goff develop into a top QB. What the Florio types do then is say the Rams made a poor evaluation.
OTOH, there are QBs like Winston and Mariota who may not get big 2nd contracts with their current teams, and it has much to do with spending money wisely. The cap does play into these decisions along with performance. For example, Winston or Mariota may play pretty well this year, but maybe not well enough for their teams to invest big money in them. They may get the Bortles treatment or get let go all together.
