Because according to all the info we have (and from different sources speaking independently, including Demoff, Fisher, and Snead) that's not how they did things. They set the board long before the draft and stuck to it. There has never been any report at any time that they ever violated that approach. So there's no basis for any assumption that they did in that case.
Meanwhile, as a rule, the OL coach has a strong say in OL picks. Most likely the strongest influence on that pick was Boudreau. He has in fact been quoted as saying that Robinson has more physical talent than Roaf, a guy he coached. If I had to guess, I would say that Boudreau made his case when they were setting the board.
Before they picked Robinson, many argued that Fisher had never and would never take a lineman in the first round. So these kinds of ideas have a way of taking on a life of their own sometimes.
It is entirely possible that NOW, McVay and Kromer and Snead agree that they don't need to take OL in round 1. But then in 2017 they didn't have a 1st round pick anyway and handled the OL through free agency. In 2018 they were not looking for an immediate starter, either. Same with 2019--they had 2 in-house candidates for replacements. If things work out, they won't be in a position of immediate need during the 2020 draft either.
