If you look at how contracts go up, they are not all the same. 2nd contracts, at all positions, tend to be slotted a certain way. I have no idea what the mechanism is doing that but it's real and it happens.
That means that 2nd contracts are not driven by the market for 3rd and 4th contracts. 2nd contracts are their own thing. This all stands up to scrutiny and has come up and been discussed lots of times, so the details on this hold.
So there is no such thing, really, as a "price for quarterbacks." Quarterbacks fall into several markets.
* 3rd and 4th etc. contracts for established vets and franchise qbs. This goes up every year, but not in a set way. There's a lot of variation. If nothing else, some players take discounts on the 3rd and 4th contract and trade money for playing where they want to play. There are other factors. EG. if a qb is significantly older he commands less money. Or if he's coming off an injury. Etc.
* 2nd contracts for franchise qbs or if you want a simpler designation than "franchise qbs", it's guys teams want to stick with. These go up a set percentage every year. There is very little variation from contract to contract in a given year on 2nd contracts. The cap goes up, and these go up...but not in the same way 3rd and 4th contracts can. So for example it was around 25 M in 2017, and around 28 M in 2018, and will go up accordingly each year. What happens to someone like Wilson or Rodgers has very little effect on this---the parameters are set in other ways (ie. they just follow the normal increases within the 2nd contract market).
* 2nd, 3rd, and 4th contracts for non-franchise qbs, that is guys who are not really considered top starters, and are probably really #2 caliber qbs, but teams take a chance on them and assume they can win with these guys if they have a team capable of that. This is guys like Foles, Keenum & Fitzpatrick.
The only general rule is that for the most part qb contracts go up.
But guys like Wilson and Rodgers don't have an effect on the 2nd contract market. That just follows its own rules, so to speak.
Goff will be in the 2nd contract market and the parameters for what he will get will be set by that market.
