That's just the wrong way to put it.
2nd contracts are their own market. 3rd & 4th contracts are much more variable. They can be higher or lower depending on the qb. Either way you don't factor 3rd and 4th contracts into how 2nd contracts work. And talking about how high or low a given contract is has nothing to do with it. In 2015 Wilson got a certain amount and the context was previous 2nd contracts, which always go up. The reason he made less in comparison to other 2nd contracts by 2017 was because 2nd contracts still kept going up.
This all comes from looking into how the contract markets work.
