Well, except...he just isn't. A top OT.
He is playing in a good scheme which is maximizing him. There's excellent unit synergy and these guys understand what Kromer is teaching them as players and as unit. But given that Hav just does not have the physical talent you expect to find in a true top OT.. Not that he's a bum. And I personally like the guy. But in terms of his raw talent level, he's basically inherently solid. By way of analogy, Josh McCown has done well in certain schemes but he's not an elite qb regardless.
What this year's line play tells me, at least until they play a top DL, is that Kromer could pick all sorts of guys to play ROG and ROT for him, and he would be able to maximize them too. They would have to be fits in terms of some major characteristics (intelligence, work ethic, mentality, basic physical skill)...but Kromer can (and has) done well with guys who are just basic fits and not genuinely top physical talents at their positions.
Which just reminds me that they could replace both ROG and ROT and get better value at ROT rather than make Hav one of the big contracts they have to handle in 2021 .when Goff comes up. There are better choices for positions where you might want to do that, rather than ROT, which is widely known to be a relatively easy position to find players.
