They have until 2021 to put Goff's new contract on the books (though there may not be a season that year but that aside for now).
So if they are going to have a continuing strong team and not just a 2 year window they do, as you say, have to score on lower draft picks (actually the Rams are great in the 3rd round).
On top of it by 2021 they will have 3 more 1st round picks too. Assuming the Rams pick low in the first round, those guys are cap bargains. Contracts around 2.3 to 2.8 or so M, which is very cap friendly obviously.
They need to use 3 drafts to surround their big contract guys with players by 2021. If they do that it's not a 2 year window, it's a rolling franchise.
Not just draft picks but UDFAs and reanimated castoffs and other things they're actually good at.
And yes I agree, they have the skill at acquiring personnel to keep this team VERY competitive for a long time.
