There's a quote from a GM in the MMQB piece today saying the first round this year is picks 1-21. Everything past that point a player could be picked in the first or in the third, it's enteirely dependent on the teams' ratings/needs.
If that's really true, you can see why the Rams bailed on pick 23. And also they could get easily get a late first round/second round player in the 3rd.

Well, those could continue on down the line with really good tailbacks and guard/centers, and inside corners and big bodies for the defensive line available late in the first round and into Round 2.
