Yes, there is a real risk that Peters doesn't work out. But he's also very inexpensive right now. If he starts acting up they can cut him at any moment without hurting the salary cap.
I'm not entirely sure what specifically you're referring to with the locker room comment but whatever it is, it would likely take some time to develop into a huge issue. Cancers are diseases that kill over time. So there is no reason they couldn't cut their losses before any locker room death sets in.
BTW, I'm hearing reports that KC's locker room is very saddened and disappointed with this trade. If true, he obviously didn't poison that well.
Tru may not have been resigned but there was a decent chance they were looking at trying to address the CB need in free agency. By picking up Peters, they are saving the difference between whatever vet they had their eye on would have cost and Peters' $1.7M.
