Only if you downplay how bad it was.
Foles in games 9, 10, 12, & 13 2015 (he didn't play game 11): he was 80 of 150 (53%) for 4.9 per attempt with 0 TDs and 4 INTs and an avg. qb rating of 53.7...and the Rams went 0-4 with an avg of 10 points per game.
Foles in games 16 & 17 2017: 23 of 49 (46.9%) for 4.1 per attempt with 1 TD, 2 INTs, and an avg. qb rating of 34.3...and the team went 0-2 with with an avg of 9.6 points per game. '
And that's within his last 15 starts. My bet is you will not find very many starting qbs who had 6 games like that within 15 starts in their career.
I didn't even do all the bad ones for either 2015 (or 2014). For example, the GB game in 2015 where he is 11 of 30 (36%) for 4.7 an attempt with 1 TD, 4 INTs, and a qb rating of 23.7...and the team scored 10 points with him in there.
So make that 7 games within 15. Almost half his starts (granting that among his other, better starts is a game they won against the Patz in a superbowl with him playing well).
Honestly, can you think of any decent regular starter who had streaks THAT bad, or to put it another way, had bad starts that were THAT bad, and THAT many of them in any given time frame...and still managed to be considered starting material? I don;'t know maybe if I looked at Plunkett's worst years but then he was dealing with injuries and had to change how he threw the ball.
To be fair, let's not count rookie years...he did this in his 4th-6th years....
