That is absolutely not who he is.
He has a long history of being very streaky and up and down. And when he is panicked he will throw the ball all over the place. His accuracy is not one of his consistent strengths. And he has fallen completely apart on the field. Other qbs for example that had roughly the same conditions he had with the Rams never melted down as bad as he did when he did---including Clemens, Hill, and Keenum (Davis on the other hand DID melt down as bad as Foles did when Foles finally melted down). In meltdown mode Foles lacked even a hint of confidence and was basically a panicked wreck.
Even this year out of his 6 games played he had his normal bad streak---against Oakland in the regular season, he completed 50% of his passes for a qb rating of 59.4, and the following week against Dallas he completed 36% of his passes for a qb rating of 9.3.
There's a lot that explains why he was good for the Eagles in the post-season, and also why he had wildly bad streaks with both the Rams and the Eagles the first time he was there.
He does have up streaks along with the down streaks, so there's that. The Eagles coaching staff took advantage of a great OL and a great running game to set him up to do what he does best. The Eagles receivers are adept at making the not-always-accurate-downfield Wentz look good and they did the same for Foles. Pederson was Foles's qb coach the year he was drafted, so he knew Foles well enough to build his confidence and set him up to do the things he did best. And the Eagles offense exploited some problems that were built right into the Patz passing defense.
Lots of factors and it all played out right. Just first-rate coaching is the main thing, and I mean on a lot of levels.

I've always had the impression that Cignetti and Foles clashed. That neither one handled that well. I think that that's why Cigz was fired at the same time Foles was benched--that the Rams didn't like the way Cigz handled that. There were hints of that in the media if you knew how to spot them, but no one came right out and said it. One example is the fact that sometimes when Foles would screw up on a play the game cameras would show Cigs in the booth openly and clearly doing things like rolling his eyes or shaking his head, with some anger behind it. I also don't think that in 2015 Foles was far enough down the "pro offensive style" road after playing an Air Raid in college and then 2 years in Kelly's spread. I would imagine that getting dumped/traded in Phil and then hitting a bad rough spot in St.L with conflicts with the OC added to it messed with his confidence. I think he's still streaky but he's also more settled now, had 2 solid years learning a WCO in KC and Phil, and that Pederson being his qb coach when he was drafted in 2012 matters. There are guys who struggled at first then redeemed themselves with some good seasons, like Josh McCown, who has played respectably 2-3 seasons now, in bad circumstances too, in spite of getting off to a very rough start in his career. Or for that matter Alex Smith. One thing an offense always has to account for with Foles is that he's just slow footed and slow in his throwing motion too. But if you have a good OL you can factor that in.
