One of the most important reasons to rethink Watkins is this:

Supposedly McVay wants to field 12 personnel sets mostly instead of 11 personnel sets like this year. That means 2 WRs would be the basic offensive set. So why would you want 3 WRs that need the ball to be effective? Who you going to sit? It sure isn't going to be your $15 million man. So that means either Woods (our leading WR), or Kupp is going to have to be on the bench a lot. That would be a waste. Especially when you add in Todd Gurley and an extra pass catching TE. And clearly Watkins is not going to be happy if he doesn't get enough balls thrown his way.

To me, you let Watkins go. Yes, it is like forfeiting a 2nd round pick. But who knew this group would be that effective? It would be better to forfeit the pick (so to speak) and keep the $15 mil to sign others. And go get a dynamic TE who makes teams pay for overlooking him.

I've said it before: Higbee is a good 2nd TE. He's not going to be a top flight #1 TE (at least not in the near future). Everett? Who knows? He might surprise next year but he also might not develop. No one knows. In fact, Everett is the kind who could be a 3rd TE in the same way you have a 3rd WR (or essentially instead of a 3rd WR).
