It makes no difference. Teams dont just dump and lowball elite players because they're not qbs.
They want both things if they can get them---a qb and at least one elite player beyond that.
The league is not following your guidelines on this. The Rams aren't either. Like I said apparently the offer is in the 20 M range. They want to sign him now, they only balk at the opt-out clause. Well if this were a qb they were trying to extend, they would still balk at an opt out clause.

And again---name the other situation
where THE TEAM endorses the extension and (reportedly) has offers in the high end range for the position. So at a minimum, no the Rams are not doing things your way. If you want to REALLY understand this situation, you would have to ask why they're not doing it your way.
Once more, also---qb money is 25 M. That;s the reality. If you act any different, it;s just in defiance of the reality.
