The Rams will never get to "that level" if they're paying a DT like a top QB.

QB money now is 25 M a year. 20 M a year is no longer qb money. People who keep saying 20 M is qb money are simply wrong about that.

You measure position money by averaging the most recent 2nd contracts. Right now with qb that;s 25 M. That was set by Luck and Carr. The last 20 M qb contract was signed 2 years ago. That 2 year old threshold got changed because contracts always go up. Just as Suh's 2015 contract for 19 M a year is no longer the going rate for a top DT either.

AND yes you can have a roster with a 20 M elite player who is not a qb on it, and win. There's no reason to think otherwise. In fact the Rams have already done it. In 99 Faulk's contract represented just over 11% of the team's cap space. A 20 M deal for Donald based on the 2018 cap would represent just over 11% of the team's cap space. They did just fine in 99-2001 with big contracts for both Faulk and (by 2000) Warner.
