Demoff actually directly addressed this on ESPNLA a couple of weeks back. My transcript:

The key is, as you said, you don't have to look at THIS YEAR'S cap to see whether they have the cap space to sign guys. As long as they have future cap space, they can use that future cap space to write deals in the current year.

To add to this---they have cap space because you can always use next year;s space in writing this year's deals, which is why they are always in good circumstances with the cap. For example in 2017 they can (and will) use 2018 cap space to write some new contracts. Rams have done this several times over the years. So the Demoff Rams always DO have cap space to maneuver. That's because when it comes to writing contracts, 2018 cap space is
real in 2017, it's not an abstraction, and so on for every subsequent year (like them being able to use 2019 space in 2018).
This year, look at what they did. They were able to sign Whitworth, Woods, Sullivan, Barwin, and Webster, plus tag TJ, plus work on Donald's extension, while speaking openly about extending Tree next. That means they have cap space...and were able to intelligently use the 2017 portion of it. That's a team with cap space. You just have to count the next year as part of this year's resources, which is a very real thing.
I don;t like the TJ tag...I wish they had signed JJ instead. BUT the fact that they can afford that tag and still extend Donald is an example of how they are always in good cap circumstances.
