Demoff actually directly addressed this on ESPNLA a couple of weeks back. My transcript:

The key is, as you said, you don't have to look at THIS YEAR'S cap to see whether they have the cap space to sign guys. As long as they have future cap space, they can use that future cap space to write deals in the current year.
