I will say this, and as you know I don't 'look up stats' so you have a golden opportunity here to nail my hide to the wall with what I'm about to say...
"in the eye of the beholder" it appears to me the 'penalty' situation HAS improved. Not sure about the #. Last couple of game I've seen that brought up but I've thought to myself, "hmmm, that seemed better this game to me". And has, somewhat consistently, since game one. If I'm right, (fat chance), that's significant IMHO.
Let's forget the whys and how comes for a sec and just do numbers. I am going to do 2 sets of 3 stats, comparing games 1-2 & games 3-7. I will do penalties, third down conversions, and yards per pass attempt. These are just some of the stats one can do but then one thing at a time.
I then compare the stat to 7 game rankings for the league. One does that just to get some perspective...how good or bad is this?
One variation---if a number is so low it is below the current lowest (32nd) ranking in the league, I rank it "33rd." That's just a joke to say the number is worse than the current 32nd, it's so bad.

penalties = 9.5 per game (31st)
3rd down conversion = 22,2% (33rd)
yards per pass attempt = 4.13 (33rd)
GAMES 3-7
penalties = 7.8 per game (26th)
3rd down conversion = 46.2% (5th)
yards per pass attempt = 7.8 (5th)
