The NFL Films breakdown of that play starts around 1:30, but the key piece is around 2:25, where Coach Yarber says, quite clearly, that Kupp became option 1 given the defensive look the Bucs showed. Kupp was the first read for Stafford. Stafford didn't go out of the progression.

Quoting the narrator: the Bucs D was in man-to-man with no deep safety help. Yarber says "you can see Cooper digging out, knowing that 'oh, this is zero. This is my time to get the ball." It's his time to get the ball because given that coverage he became the primary.

OTOH, Goff saw a different defensive look on the same play from the Chiefs. In that case, St. Brown got wide open because the Chiefs blew the coverage. But both Stafford and Goff went to their primary reads in light of the looks they got.
