If the Rams sign a DL or Edge who starts then that guy would by default be better than the guy they pushed to 2nd string ... which obviously improves the defense. And no, they aren't going to bring in an All-Pro. But anyone they sign will make the team measurable and noticeably better.
My question: why make moves that obviously improve the team if they are tanking? (And that was actually my question to Classical; I think you and I are on the same page.)

I still say they are just JAG's though and I wouldn't really call it "going out of their way to make the team better" because these guys will barely move the needle.
As I said, to me, call it whatever you want, winning is NOT the priority this year and they acknowledged as much a few times already. They admitted they could have retained more players but didn't want to "kick the can down the road" anymore.
I don't think any team would ever admit to "tanking" anyway. They would just call it something else like "Rebuilding", "Retooling" etc just like the Rams have. lol
Sometimes you have to tear something down if you want to "rebuild" it.
