The only team I ever saw deliberately, brazenly, in-your-face tank was Baltimore in the year they wanted Andrew Luck in the next draft.
They got him - and couldn't, all-of-a-sudden, flip the switch to instill a championship culture in a team that by then had an ingrained defeatist attitude.
Andrew Luck did what he could - running for his life behind a Swiss cheese line, making phenomenal throws in games he had to win by himself, getting hurt, beat up, and battered mentally until it all wasn't worth it. He could have had a Hall of Fame career with an organization that didn't know what it is to tank.
