2 of them will start and the other 2 will probably be rotational pieces at worst. They each make the team better, and you don't go out of your way to make the team better if you're tanking.
If the Rams sign a DL or Edge who starts then that guy would by default be better than the guy they pushed to 2nd string ... which obviously improves the defense. And no, they aren't going to bring in an All-Pro. But anyone they sign will make the team measurable and noticeably better.
My question: why make moves that obviously improve the team if they are tanking? (And that was actually my question to Classical; I think you and I are on the same page.)
