I think we oversimply player acquisition when we get into this area of discussion.
There are so many moving pieces, and so many inputs of evaluators and elements of the team make-up and strategic direction to consider. Even how the owner thinks matters. Plus, there is the human factor that no one can 100% predict what a young man's reaction to coming onto a Pro team might be, nor what his future might be, because these are young men who are still forming who they are. Some will grow in a positive way, some will decline or mature no further.
No doubt some teams are better than others at it. But I think that experience and instinct of the one who makes that final call may count for more for of the success or failure of player acquisitions than any amount of testing, medical evaluations, best scheme fit, etc.
