Pretty much every offensive minded head coach in the league calls their own plays. Not only is Mcvay one of the better ones, but we know he's got some healthy egotism about him. So I don't think the order of the hire matters. I think he's looking for a certain thing and every hire will reflect that.
Also, last year, the Rams announced all their hires at the same time. So people may be hired already and we just don't know it.
You are probably right about McVay intending to retain play calling duties, RR.
But I think that there’s a glimmer of hope for hiring a strong play calling OC to finally reduce McVay’s workload and help his mental and emotional state by seasons end. I just don’t know if he can bring himself to do it.
There were big holes in McVay’s play calling last year and I’m hoping he takes steps to clear that up one way or another. The simplest way would be to hire the strong OC who would also call plays and game plans. Then, and only then could McVay become a CEO type HC. Sigh…
Is it really about who calls the plays and how that relates to hiring an OC?
The offense will be McVay's offense which is alway evolving and McVay will look for an OC that he can share his offensive mind with and who one who can contribute to that evolution. So the hire should be someone that is very familiar with what the Rams do not someone who will need to be brought up to speed.
The OC will probably be responsible for the game plan and McVay will want someone who can do that well. Orchestrating the offensive coaches and making sure they are all working well and teaching and coaching their groups up will/should also be a responsibility of the OC. Figuring out who starts and who is in the rotation should be a collaboration with the position coaches, the OC and McVay.
Calling the plays is probably has more to do with the level of experience of the OC. I could see someone like Cliff Kingsbury or Frank Reich being the play caller as they are very experienced in that area. If the Hire is an up and comer or someone less proven then McVay will hold on to the play calling responsibilities.
As for how it impacts the hiring of position coaches I don't think it matters that much except that any position coach will need to meld well with McVay and with the new OC. I think the OL coach will be the interesting Hire as there may be changes to the blocking scheme that will need to fit into the overall offensive scheme.
Anyway I would suspect that lots of conversations will be going on behind the scenes and much of the stuff we are talking about will be discussed and coordinated well in advance of the actual hiring announcements. How they decide to announce the new coaching staff doesn't mean all these issues aren't addressed.
