That was actually by accident. Shaw asked the Convention Center Committee to cover the custodial costs of all Ram games, they Convention Center balked, which then Shaw had a provision put into the lease that the stadium had to be a top tier stadium within the NFL, otherwise the Rams had the right to relocate. The CC Committee felt that it did not cost them anything plus they didn't realize how many more stadiums would going to be built in a short period of time and thus that was the loophole that allowed the Rams to move back to Los Angeles.
