Part of the reason that Kupp is being targeted is because the play is designed to do that. Some is because he's just so darn good he can't be covered.
I suspect we're likely to see Woods emphasized this Sunday, with play calls designed to emphasize him and perhaps Jefferson (although Jefferson isn't in the same class as Kupp and Woods).
Of course, the D will have something to say about that. I really don't know what kind of D system the Cards play, so that will probably have much to do with it.
If it can work out for a number of WRs to have their day over the season, it is going to help keep them all healthier and involved.
