My main contention is that I can't see a coach holding back options in order to surprise a team down the road....Yes he did not play in those 2 1st games, no doubt, but to think it was to surprise the bucs....just can't see that. I even mentioned it in my posts, the need of him was not there in week 1, so it's a fair shot to think that Sean over looked him for packages. NOT forgot about him, overlooked him is my term...forgot makes it into he was possibly negligent in his planning.
Everyone knows what the guy brings to the field, he isn't going to be a secret weapon you need to hide for special times....If he gets 5 shots every 3 games over a season that's maybe 40+ targets...if he catches 2-3 out of those that's maybe 25-30 odd catches...if he's hitting 20+ yards a catch..say a TD every 1 out 4 or 5..that's kinda what I see possible.....IMO that's a nice little slice to go with all the rest of the pie.
But he's not being held out to be a surprise. To be fair that's how you proposed your original post.
