That might be what we fans think, but it is obviously not what the Rams think. I am in agreement with you on one point: if it was that simple then of course Tutu could handle the job. But the fact that Kupp is in there in those specific situations makes me think that the Rams are not employing that simple guideline. It seems that in that specific situation they want the PR to use his judgement to some extent. (For example, if I'm on the 12 yard line but it's a line drive punt and there's no one close enough to cover it, maybe I let the ball go and take the touchback.)
The fact that Kupp is only in for those short field punts should tell us that there's something unique about that situation. I think that it's because the Rams want the PR to make a decision on the fly, and it that's the case then Kupp (in his 4th season) is obviously a better choice than a rookie who returned a total of 4 punts in his college career, none of them in 2020. (BTW, Kupp had 25 punt returns in college, with a 17.0 yd average and 3 TDs ...)
