Teams just don't carry 3 QBs on the 53 any more and nearly for sure the Rams won't. In fact, I think an exception for this ought to be made so every team can put a QB on the PS but be protected.
Rams will waive Perkins, and there's maybe a 50/50 chance that they'll be able to bring him back. But don't kid yourself; a bad team like the Lions could keep 3 QBs on the 53 or even bring a guy like Perkins in and let him learn on the fly, since they have low expectations this year anyway. Especially if that new QB is maybe better than what they currently have at QB2.
