The Union would have to agree and never would they even take a vote because of the controversy it would cause among their members. It would probably destroy any sense of union. Those strongly against see it as an issue of inalienable right. And many are genuinely convinced it is a very bad thing in the long run.... whether they are right or wrong won't be known for decades.
