As far as "opening up the entire playbook" there were some who believed it wasn't wide open last year mostly because of the OL and no deep threat. Quick throws in a horizontal attack.
Who would know better than McVay on why the offense was stifled? Per Rodrigue, the one Wolford game opened Mcvay's eyes to the role the QB played in the offense being restricted. Moreover, there were reports by Rodrigue and others that the Rams were frustrated that Goff simply "wouldn’t take chances on explosive plays."
From all of the reports, I've gathered that the Rams feel that the lack of a deep threat was part of the issue but ultimately that the QB was mostly responsible for the lack of explosive plays.
The some who believed that it was mostly the OL and lack of a deep threat should probably update their thinking to be in alignment with the coach.
