That word is "Voluntary."
Since it's voluntary, it's not their job. They're not shunning their job because they are not required to come in.
It's like if my job had some training I needed to do and I could choose to do it at home on my own time or voluntarily come do it at the office. I would probably choose to do it at home on my own time and I wouldn't accept any pressure to do otherwise.
