I'm not sure that he's in line for as good a payday as Fowler. First, because Fowler had that aura as a speed edge rusher..... and that always winds up with the big bucks. Second, as you state, this Covid year is very likely going to tamp down the money folks will offer FAs. I also think it will restrict player movement overall because the bucket of money available also affects how many FAs a team can sign. Third, the Donald effect. Floyd simply never had the sack numbers until he worked on a Dline with Donald. And just as Fowler's sack numbers dropped after leaving, there is likely going to be a concern that sans Donald, Floyd's numbers would drop as well. But, sometimes a team falls in love with a player and such logic falls to the wayside.
It is inevitable that some players that might have moved will be retained by their current teams at a lesser price than the player and agent had hoped for on the free market. Perhaps on a short contract..... but that will depend on the players age. Some pretty good FAs may get few or no offers because with the lesser money available it'll be a musical chairs scenario. So I imagine agents know that and aren't going to be able to play the field too much with the risk of their player being the one left without a chair.
