If they believe that much in Goff, that could be the case.
Reportedly, they turned down a chance to take Carolina's 8th pick plus Bridgewater. If they were after a new qb then they would have the 7th and 8th picks plus a bridge qb.
That makes it look like Holmes, who after all knows all about Goff, wanted Goff.
EDIT: or now reportedly it was Stafford who nixed Carolina though I don't have a real source on that yet. You still have to assume Holmes is good with Goff though.
