In regard to 2019, are you saying that the horrible OL was the only issue? Did Goff have any regression apart from the OL?
IMO? It's impossible to separate the 2. For example go back to Bulger in 2007. Was he less effective or did having a demolished OL make him less effective? If a demolished OL makes him less effective then by definition he's not playing as well--but is that "regression"?
Here's a comparison.
Bulger 2006: completion percentage, yards per attempt, TD percentage, INT percentage, avg. qb rating =
62.9%, 7.3, 4.1%, 1.4%, 92.9
Bulger 2007: completion percentage, yards per attempt, TD percentage, INT percentage, avg. qb rating =
58.5%, 6.3, 2.9%, 4.0%, 70.3
Goff 2018: completion percentage, yards per attempt, TD percentage, INT percentage, avg. qb rating =
64.9%, 8.5, 5.7%, 2.1%, 101.1
Goff 2019: completion percentage, yards per attempt, TD percentage, INT percentage, avg. qb rating =
62.9%, 7.0, 3.5%, 2.6%, 86.5
